What does "commercially viable" mean?

That would likely refer to things like 

a) There has been a policy in place for a long time that states that inactive channels (e.g., no videos posted ever and no activity for 6 months can be terminated). As far as I know, this policy (https://support.google.com/youtube/answer/2801981?hl=en) hasn't been enforced, but it doesn't mean it won't be.    
b) The parent company may at some point in the future decide to shutter YouTube, deleting all accounts.
c) YouTube may at some point do something like Flickr or Vimeo did--severely limit what you can do with a free account (For example, for Flickr users, if you didn't sign up for their 'Pro' service and had more than 1,000 photos in your account, they deleted all the photos in excess of that number)
